The signatories to this Alliance include airlines, ground service business partners, trade groups, and labor organizations (collectively called the Airline Ground Safety Panel or AGSP). Through the Alliance, OSHA and the AGSP will collaborate to enhance ramp vehicular safety by fostering prevention strategies to protect the health and safety of employees. The AGSP will continue to address injuries during the operation of ground support equipment (GSE) with a focus on seat belt usage, new and emerging hazards, ergonomic hazards, and extreme temperatures. Central to the Alliance’s mission is understanding the rights and responsibilities of employees and employers under the Occupational Safety and Health Act (OSHA Act).

The original agreement was signed May 20, 2008 and renewed in October 2012 and April 2015. 

Goals of the Alliance

Raising Awareness of OSHA’s Rulemaking and Enforcement Initiatives

  • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
  • To convene or participate in forums, roundtable discussions, or stakeholder meetings on topics that impact Ground Personnel to help forge innovative solutions in the workplace or to provide input on safety and health issues.

Outreach and communication

  • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and relevant organizations’ websites) to employers and workers in the industry.

  • To speak, exhibit, or appear at OSHA’s or the Airline Ground Safety Panel’s conferences, local meetings, or other events.

  • To develop and disseminate case studies on topics that impact Ground Personnel and publicize their results.
